Job Location:
The post will be based in the Authority’s office in Kilkenny with eventual relocation to Thomastown in line with the government’s decentralisation programme.
Division: Prevention Services Division
Reporting to: Programme Manager – Policy and Technical Services
Duties & Responsibilities:
This is a key role in Prevention Services Division. The person hired will be a key member of the management team and shall determine the overall direction and strategy of the Health Services Sector Unit. Duties will be assigned by the Programme Manager. Initial duties may include, but are not limited to:
- Develop a strategy to achieve improved standards of health and safety provision in the Health Services Sector thereby contributing to reductions in occupational injuries and illnesses
- Manage and co-ordinate the implementation of the health services sector strategy
- Manage, motivate and develop the Health Services Sector team
- Ensure the continuing motivation and development of assigned staff, developing goals in the context of the Programme of Work and utilising PMDS to manage performance
- Work closely with managers and staff in other Divisions within the Authority to ensure that the strategy’s ultimate objectives are met
- Prepare project status reports and action plans as required
Regularly communicate with key stakeholders in accordance with an agreed Communications Plan
- Develop strong professional relationships to influence peers, managers, unit leaders, legal representatives and other teams
- Develop and review the legislative framework at national and EU level as appropriate
- Identify trends in accidents or risk exposure to enable early preventive action by the Authority and employers
- Working cross functionally, ensure that the health services sector intelligence is comprehensively gathered and analysed to inform the Authority on its priorities and work programme
- Develop customer focused guidance and codes of practice
- Provide policy and technical guidance to other work units within the Authority and support the ongoing development of technical competence within the Authority
- Manage all resources of the Unit within agreed budgets
- Manage the achievement of the Authority’s annual programme of work in relation to the health services sector
- Establish, monitor achievement and continuously improve performance measures including service level agreements (SLAs) with key constituents
- Contribute as a senior manager, to the overall management and strategic direction of the Authority
- Provide advice, information and talks/lectures on public and health services safety and other occupational safety and health matters where necessary
Such other duties and accountabilities as may be assigned from time to time
QUALIFICATIONS/EXPERIENCE
Essential
- A higher degree (Level 8 in the National Framework of Qualifications or equivalent)
- At least 5 years relevant post-qualification experience
- Proven track record in a management role
- Experience/Understanding of the health services sector from an operational perspective
Desirable
- A recognised qualification at diploma level or higher in the area of occupational safety and health
- Post graduate qualification in business, management, public administration or a related area
- Start-Up experience would be advantageous
- Experience of the health and safety issues arising in the health services sector
- Experience in working with representative bodies to help improve health and safety provision
- Experience of design and implementation of projects
SALARY
For Persons paying Class A rate of PRSI contributions. Salary scale is from €71,602 to €83,272 and additionally to €86,315 and to €89,360 after 3 years and 6 years satisfactory service on the maximum of the scale.
For persons paying Class D rate of PRSI contributions. Salary scale is from €68,026 to €79,106 and additionally to €82,001 and to €84,894 after 3 years and 6 years satisfactory service on the maximum of the scale.

Division: Chemicals Policy and Services division
Reporting to: Assistant Chief Executive (ACE) Chemicals Division and Services Division.
Duties & Responsibilities:
This is a key role in the Authority’s chemicals division. The person hired will be a member of the division management team and shall determine the overall direction and strategy of the division. Duties will be assigned by the ACE as EU OH policy and the chemicals division evolves. Initial duties may include, but shall not be limited to the following functions:
- Develop, prioritise and implement the Authority’s OH policy remit.
- Lead on OH policy areas including chemical agents, carcinogens, biological agents and asbestos
- Develop and implement the Authority’s policy on GHS
- Integrate the above work areas into the overall chemicals work programme and identify synergies and overlaps with other areas including REACH
- Draft occupational hygiene legislation in conjunction with the legislative unit
- Contribute effectively and efficiently to the Authority’s overall Programme of Work
- Develop and manage the OH policy team as well as providing ongoing advice and support to the OH enforcement unit.
- In conjunction with the CPS management team and ACE, formulate and implement national policy on chemicals
- Develop and manage operational budgets
- Manage a team as required.
- Represent, as assigned, the Authority at EU and international fora.
QUALIFICATIONS
Essential Qualifications
- Primary degree (or equivalent) in a relevant occupational hygiene, science or engineering field.
Desirable Qualifications
- Relevant post-graduate qualification in Occupational hygiene and in occupational health and safety
- British Society of Occupational Hygiene (BOHS) or equivalent recognition
