09.05 Annual Tom O' Connor Lecture "An EU perspective on OSH issues and Emerging Risks"
Eusebio Rial González

While there has been a significant reduction of accident rates in the EU, progress is unequal geographically and with regards to sectors, occupations and enterprise size. Eusebio will summarise the current OSH issues at EU level, focusing on some 'emerging risks'

09.50 "Skin notation for chemicals", Dr. John Cherrie.
NIOSH has recently developed a systematic approach to assigning skin notation where supporting scientific information is published. Discussion of initiative and relevance to OH practice in Ireland.

11.00 "REACH and CLP Update", Louise Conway.
Update on both the REACH and CLP Regulations with be provided, in particular the latest information on the identification of SVHCs and the status of the candidate list, proposed restrictions and the publication of the Community Rolling Action Plan (CoRAP) and the start of substance evaluation.

11.45 "Legionella Risk Assessment and Control ", Bill Thomas.
The Irish Guidelines for the Control of Legionellosis will be discussed in relation to its requirements for risk assessment and compared with BS8580. The requirements for assessing the competence of risk assessors and the value of independent risk assessments will be discussed

14.05 "Exposure Assessment of Nanoparticles and Management in Workplaces", Derk Brouwer.
Due to the lack of methods to assess exposure, studies focused on (manufactured) nano particles exposure are explorative in character. Initiatives including harmonisation of measurement strategy, modelling and risk- or control banding approaches will be discussed.

14.50 “Occupational Hygiene from a HSA standpoint” Darren Arkins, HSA.
Overview of the HSA’s Strategy Statement (2010-2012) and Programme of Work for 2011 in relation to Chemicals and Occupational Hygiene. An update will also be provided on relevant national legislative proposals and developments, including European initiatives.

15.20 "REACH/CLP Programme", Louise Loughran.
Overview of a REACH/CLP compliance programme in a pharmaceutical manufacturing facility. The impact of ECHA guidance on intermediates and downstream user obligations associated with REACH will be discussed.

Speakers

Eusebio Rial González, PhD, is the Head of the Prevention and Research Unit at European Agency for Safety and Health at Work. He is currently a member of several advisory committees on European and international research projects e.g. International Commission on Occupational Health (ICOH) and a consultant for the Work, Stress, and Health conferences, American Psychological Association & NIOSH.

John Cherrie PhD, BSc, FFOH, is Research Director at the Institute of Occupational Medicine (IOM) and Honorary Reader at the University of Aberdeen. He is also a Past President of the British Occupational Hygiene Society (BOHS).

Louise Conway is an inspector with the HSA and a human health toxicologist who works in the Chemicals Policy and Services Division. She has experience with classification and labelling and was also the Irish delegate at the European Technical Committee on New and Existing Substances meetings. She currently works in the REACH and CLP policy areas.

Bill Thomas, PhD, ISHEM, is a microbiologist with over 25 years practical experience in water quality and related public health matters. He is a recognised expert in Legionella control, risk assessment and water quality management. Bill is a member of the BSI committee responsible for producing the new BS8580 on risk assessment for Legionella control. He is also a member of the Irish Legionella Control Sub-Committee which prepared the Irish Guidance on Legionella Control.

Derk Brouwer is a senior scientist in exposure assessment with the Dutch Organization for Applied Scientific Research TNO involved in various international projects on assessment of worker exposure to nanoparticles. He has over 30 years of professional experience in the field of occupational hygiene, exposure and risk assessment.

Louise Loughran is an Occupational Hygienist with Eli Lilly, for the past ten years, and previously with Institute of Occupational Medicine in Edinburgh. Louise is currently specialising in REACH and CLP compliance.

Justin Mason is Managing Director of SafeBridge Europe, Limited, part of SafeBridge Consultants, Inc. SafeBridge is the premier occupational health and safety resource for the biopharma industry. Justin has extensive experience in strategic potent pharmaceutical compound management and environmental control matters. He has previously held corporate EHS management, senior global consultancy and board-level director positions in life-science companies.​​
